PUBLIC NOTICE
The Cuyahoga County Department of Housing and Community Development is submitting a proposal for $7 million in funding through the Federal Pathways to Removing Obstacles to Housing (PRO Housing) program to remove barriers to affordable housing production and preservation. We invite public comment on this proposal from September 30 - October 14, 2024.

Down Payment Assistance Program

The Cuyahoga County Down Payment Assistance Program provides funds for first time homebuyers to purchase a home. These loans are available to income qualified homebuyers for eligible costs including title search, legal fees, and closing costs.

Emergency Mortgage Assistance

The Foreclosure Prevention program provides countywide outreach and counseling specifically for homeowners with mortgage and/or real property tax issues.
Housing Enhancement Loan Program (HELP)
Funded by Cuyahoga County
Administered by Huntington and Key Banks
The Home Enhancement Loan Program (HELP) provides homeowners of occupied or investment properties in eligible Cuyahoga County communities home improvement loans, at three percentage points below normal bank rates, for home repair or remodeling projects. HELP has no restrictions on a borrower’s income and few limitations on what improvements can be made to a property.
Eligibility and Requirements
Applicants must meet all of the following eligibility requirements:
- Applicant must meet bank’s normal lending criteria.
- Must be in an eligible community (all communities in Cuyahoga County except Bentleyville, Chagrin Falls Township, and Hunting Valley are eligible)
- Single-family, two-family, and multi-family dwellings are eligible. Single and two-family dwellings must have a tax value of less than $250,000. There is no tax value limit on multi-family dwellings.
- Eligible types of home repairs include alterations, repairs, maintenance, or improvements. Loans may also be used for code violation compliance and property upgrades.
- Excludes all Kitchen Appliances. (i.e., Stoves, Refrigerators, Dishwashers, Microwaves, etc.…)
- Luxury projects and improvements are not eligible (i.e., tennis courts, swimming pools, hot tubs, horse stables, etc.)

Applications can be obtained through any Huntington Bank and Key Bank branch or by downloading the Online Help Loan Application and then submitting the completed application to any Huntington Bank and Key Bank branch.
Heritage Home Loan Program
Cuyahoga County has many wonderful homes that were built to last. These homes are part of our heritage, and we can help you preserve them. Through the Heritage Home Loan Program, the County partners with the Cleveland Restoration Society to offer low interest loans that provide the funds you need to modernize and make energy efficiency improvements. The Heritage Home Program is available to help with access to loan programs and free technical assistance for home repair, maintenance, and rehab needs.
Eligibility and Requirements:
Applicants must meet all of the following eligibility requirements:
- Income Eligibility Requirement – None.
- Home must be 50 years or older
- Must be located in an eligible community. List of eligible communities
- Properties must have a total Market Value of less than $750,000. Properties with a value between $550,000 - $750,000 are eligible for exterior improvements only.
- Eligible types of home repairs: Electrical, HVAC/furnace, plumbing, roof, insulation, window, basement waterproofing, masonry, painting, compatible additions, finishing attic, bath/kitchen renovation (Excludes all Kitchen Appliances. (i.e., Stoves, Refrigerators, Dishwashers, Microwaves, etc.…) etc.
- Luxury projects and improvements are not eligible (i.e., vinyl siding or vinyl windows, hot tubs, swimming pools, decks, patios, landscaping, etc.)

Lead Safe Program
Administered by Cuyahoga County Board of Health (excludes City of Cleveland)
- Income Eligibility Requirement – Yes.
- Age of Home Requirement – None
- Homeowners or renters with children 5 years of age or younger are eligible for lead contaminated home repairs, including: windows, doors, porches, and exterior house repairs.
